PY has muted its response to the Ulchi Freedom Guardian ROK-US drills which started this week, and has not ordered any civilian defense drills.

SK MOFA white paper: “Kim Jong-un dominated the (governing) party and the military in his seemingly stable process to consolidate his power” in 2012. “Despite the wild rumors, any specified news about [reform] implementation has not been heard yet.” Instead, the country has been focused on pouring its much-scarce resources into “displayable” projects like a plan to beautify the capital Pyongyang and an old amusement park, rather than on making systemic changes for an economic revival, according to the paper.

Daily NK: A mobilization of women to pick blueberries in Yangkang Province to raise money for the beautification of Hyesan is causing annoyance. Source: “Having been mobilized since the spring, some are openly showing their dissatisfaction at the order. RFA: A special food court in Hoiryeong established by KJI has reopened and is being allowed to operate on an “autonomous management basis”. However some observers said the authorities had no choice but to allow the food center to set prices on its own to keep the operations alive, adding that any reform language was just an excuse.

RFA source on diversion of food aid to the military: “The South Korean Baby Love dry milk which was provided to the military by the North Korean authorities was the best-selling item at the local market until April. When the North Korean authorities provided it for soldiers, the local market overflowed with Baby Love.”

The WFP secured 5m USD emergency money to fill a funding shortfall for its program targeting around 1.8 million children and their mothers. The money was acquired from within the WFP and needs to be returned when more donations come in.

NK has requested additional aid for flood damage, with aid workers confirming Red Cross and Red Crescent reports that 49,052 people were displaced from their homes, with 28 killed and 18 reported missing.

Seoul-based NGO Okedongmu Children in Korea sent 146m KRW (130,298 USD) worth of relief goods, including ingredients for bread and powdered milk, to a children’s hospital and nurseries in the Nampo, NK. “The North Korean side expressed their gratitude for the aid, and officials there were very cooperative and helpful in regards to the distribution.”

The UN Commission of Inquiry began public hearings in Seoul to gather information. Michael Kirby, chairman of the COI, said the panel decided to take public testimony to help raise international awareness of conditions in the country, and because of a lack of response so far by the Pyongyang government to the requests of the UN team to be allowed entry to the DPRK.

Defector Testimony: “It was the first time I had seen a newborn baby and I felt happy. But suddenly there were footsteps and a security guard came in and told the mother to turn the baby upside down into a bowl of water. The mother begged the guard to spare her, but he kept beating her. So the mother, her hands shaking, put the baby face down in the water.”

COI Chairman Kirby: “After today’s evidence, if (NK) seriously expects the international community to disbelieve the existence of such institutions, then they have to really open up their border to allow an independent body to go and have a look at places.”

Chinese authorities are reportedly due to return re-defector Kim Kwangho and his family to SK. Kim had resettled in SK, then returned to NK where he appeared at a press conference criticising SK, and then was caught in China after escaping NK again.

Reuters: NKorean security agents have been visiting families for at least the past year, telling them it would be safe for their relatives who had defected to come back. Some said they had even heard of people posing as defectors trying to tempt defectors in the South this year with a promise of 50m KRW (45,000 USD) and an opportunity to appear on television in Pyongyang if they returned. NFI reports that “defectors who return to NK by crossing the 38th parallel are being offered PY residency, a free apartment and other rewards. This may be interpreted as a move to amplify the symbolic value of re-defection.”

FT: A terminally ill defector who wants to return to NK to see his mother before he dies, but after he publicised this desire he is being prevented from leaving SK under the National Security Law.

National Human Rights Commission of (South) Korea: Survey of 100 children born in China to NKorean refugee mothers showed that 71 were not living with their mother. Of those, 50.7% lost their mothers after they were repatriated to NK, and 43.7% had mothers who had “fled poverty or went to SK.”

NK agreed to SK’s proposal for talks at Panmunjom to work out details for family reunions over Chuseok (19 Sept). However there no agreement yet on the timing of talks to resume the Mount Kumgang tours. The ROKG is insisting that the two issues be dealt with separately.

NK’s Rodong Shinmun: “There is a need to expand cooperation and talks across the board in line with understandings reached in the 2000 and 2007 summit meetings.” It also said that PY is committed to drastically improving cross-border relations, and striving for unification and prosperity.
