Britain says it will seek backing from the UN Security Council for "all necessary measures to protect civilians" in Syria from president Bashar al-Assad's regime.

A British-drafted resolution "condemning the chemical weapons attack by Assad" will be presented to a meeting of the Security Council's five permanent members in New York overnight (AEST), prime minister David Cameron said in a Twitter message, as the West geared up for possible military action against Mr Assad's regime.
"We've always said we want the UN Security Council to live up to its responsibilities on Syria," Mr Cameron said. "Today they have an opportunity to do that."

A spokeswoman for the UK government said the draft focused on Chapter 7 of the UN Charter and aimed to protect civilians from chemical weapons, which Western nations accuse Assad's forces of using in an attack outside the Syrian capital last week.

Syrian prime minister Wael al-Halqi said his country would be come a "graveyard of the invaders" if there were a military intervention.
He accused Western nations of "inventing" excuses to take action against his country.

The UN-Arab League envoy to Syria, Lakhdar Brahimi, confirmed that chemical "substances" were used in the attacks, which are thought to have killed hundreds of people.

But Russia says it is premature talk about a Security Council response before UN chemical weapons inspectors deliver their final report.

UN secretary-general Ban Ki-moon said overnight that UN inspectors needed four days to conclude a probe into suspected chemical weapons use.

"My mandate and my responsibility at this time is to conduct a thorough and complete investigation," Mr Ban told reporters in The Hague.

"Let them (inspectors) conclude their work for four days," he said, adding that their findings would then be analysed and the result sent to the UN Security Council.

Israel readies weapons, as Syria says West 'aided terrorists'

Israel is deploying all of its missile defences as a precaution against possible Syrian retaliatory attacks should Western powers carry out threatened strikes on Syria, Israeli Army Radio said overnight.

It did not say how many interceptor batteries were mobilised by Israel's air defence corps. The missile defences include the short-range Iron Dome, the mid-range Patriot and the long-range Arrow II.

Damascus has hinted it could shoot back at the Jewish state, its old foe, if attacked by Western powers in a coordinated strike.

Meanwhile, Syria's deputy foreign minister accused the US, Britain and France of helping "terrorists" use chemical weapons in Syria, and that the same groups would soon use them against Europe.

Faisal Maqdad said he had presented UN chemical weapons inspectors with evidence that "armed terrorist groups" had used sarin gas in all the sites of alleged attacks.

"We repeat that the terrorist groups are the ones that used (chemical weapons) with the help of the United States, the United Kingdom and France, and this has to stop," he said.

"This means these chemical weapons will soon be used by the same groups against the people of Europe."

Rudd, Carr confident Assad behind chemical attack

Prime Minister Kevin Rudd headed back to Canberra after his election debate in Sydney to be briefed on the Syrian crisis on Thursday morning.

Earlier, Foreign Affairs Minister Bob Carr had left open the possibility of an international military response to the Syrian crisis without a UN mandate.

Australia assumes the presidency of the Security Council this Sunday for the next month - a period during which the situation in Syria is expected to dominate its deliberations.

Senator Carr said as the evidence accumulated that Syrian government forces were behind the attack, the regime must be "made to pay a price".

"As the evidence accumulates that this chemical weapons attack did take place and came from the Assad forces, of course we're moving to a stage where America and like-minded countries are contemplating what sort of a response," Senator Carr said.

He said "everyone's preference" would be for action under UN auspices, but says if that proves impossible, it would not preclude a response.

Western powers mull action

White House spokesman Jay Carney said it would be "fanciful" to think that anyone other than Mr Assad's forces were responsible for the chemical attack.

His comments came as US defence secretary Chuck Hagel revealed American forces in the region were "ready to go" if Mr Obama gave the order.

Mr Hagel said intelligence agencies were assembling what was sure to be final confirmation of the Syrian government's culpability for last Wednesday's gas attack, which occurred in a suburb of Damascus held by rebels fighting to oust Assad.

Mr Obama has yet to make a final decision on the US response, Mr Carney said, but left little doubt that it would involve military action.

He insisted, however, that Washington was not intent on "regime change," signalling that any military strikes would be limited and not meant to topple Mr Assad.
